Flodbyen Randers is one of Denmark’s largest and most ambitious waterfront developments. Situated along the banks of the Gudenå River, the project will transform former harbour and industrial areas into a vibrant new district where urban life, nature and innovation meet.
The project is being realised over several decades, allowing the district to evolve in step with future needs while maintaining a clear long-term vision.
Flodbyen introduces several distinctive waterfront quarters, each with its own identity and character. The new quarters will offer a diverse mix of green residential areas, workplaces, cafés, cultural activities and public services. The quarters will be linked by attractive public spaces, parks and pedestrian and cycling connections ensuring easy access to the waterfront.
Climate adaptation is the defining principle behind Flodbyen Randers, where resilience, infrastructure and urban development are planned as one integrated solution.
At the heart of the project is The Climate Belt (Klimabåndet), an innovative landscape that combines flood protection with parks, public spaces and recreational areas. Rather than separating the city from the river with traditional flood barriers, the Climate Belt creates attractive places for everyday life while protecting Randers from storm surges, cloudbursts and rising groundwater.
Complementing the Climate Belt is The Climate Bridge (Klimabroen), a key piece of infrastructure that combines three essential functions: protecting the city from flooding, improving traffic flow and enabling the transformation of the former harbour areas into Flodbyen.
Together, the Climate Belt and the Climate Bridge form an integrated flood protection system that safeguards both sides of the river while allowing nature and urban life to coexist.
Nature is a defining element throughout Flodbyen. Existing green areas are preserved and strengthened, biodiversity is prioritised, and public green spaces connect the waterfront with the city.
Ambitious environmental standards are complemented by a strong focus on architectural quality. New buildings are expected to meet recognised sustainability standards such as DGNB while delivering lasting environmental, social and economic value.
For centuries, the Gudenå River has shaped the identity of Randers. Flodbyen reconnect Randers with the Gudenå River and make the waterfront an integral part of everyday life in the city once again.
Randers is Denmark’s sixth-largest city and is strategically located in Eastern Jutland with excellent motorway and rail connections. Aarhus, Denmark’s second-largest city, and Aarhus Airport are less than an hour away, placing Flodbyen within one of Scandinavia’s strongest growth regions.

Flodbyen Randers P/S is the land development company behind the transformation of Randers’ new waterfront district. The company is a joint venture established by AP Ejendomme (part of AP Pension) and Randers Municipality, combining private investment expertise with long-term public planning and urban development.
At Flodbyen Randers, we work closely with developers and investors to create outstanding new urban environments. Every development site is sold within a clear planning and quality framework that ensures a cohesive, sustainable and attractive district.
The framework is based on the development plan and quality requirements adopted by Randers City Council, together with the masterplan for each development area. In addition, the board of Flodbyen Randers P/S has adopted a comprehensive quality programme for phases 1 and 2, establishing ambitious standards for architecture, urban design and sustainability.
Each development process begins with one or more meetings where we introduce the vision, planning principles and quality ambitions for the site. This provides a strong foundation for shaping your project while ensuring alignment with the overall vision for Flodbyen.
Our team supports you throughout the development process – from the first concept sketches until the municipality grants the final occupancy permit.
As part of the establishment of Flodbyen Randers P/S, AP Ejendomme and Randers Municipality agreed on the allocation of specific development rights within phases 1 and 2.
Development rights subject to AP Ejendomme’s purchase obligation (approximately 27 % of the total development rights) are generally not available for sale. Development rights covered by AP Ejendomme’s purchase option (approximately 23 %) may become available if the option is not exercised.
The remaining development sites are available to developers and investors whose projects meet the ambitions and requirements of the quality programme.
Minor adjustments to the location, boundaries or intended use of individual development sites may be considered through dialogue with Flodbyen Randers P/S and Randers Municipality, provided they comply with the municipal plan, applicable legislation and the overall planning strategy. As a general principle, however, building heights cannot exceed those defined in the development plan.

The district is planned in accordance with the DGNB framework, ensuring a balanced focus on environmental, social and economic sustainability. All new developments are expected to achieve a recognised sustainability certification, such as DGNB or the Nordic Swan Ecolabel.
